Forrest cannot be run in offline mode (i.e. no network connection) after doing 'forrest clean' in a project, because it cannot retrieve the published plugin descriptor files.

Altered the "fetch-plugins-descriptors" task to copy the local plugins.xml and whiteboard-plugins.xml before attempting to update with the published copies from the network.

Not robust because the project forrest.properties might declare the descriptors in a different order to the default.
