Description

In the FLUME-728 branch, TestJsonFileConfigurationProvider fails as the thread with within JsonFileConfigurationProvider is not always started before the executor is shutdown. A small sleep solves this issue in 10 of 10 tests locally. As an aside, the test fails 10 of 10 times locally.
