[FLUME-4] TestConcurrentDFOMan.test*logicalNodes fails intermittently.

Description

See trace belows. Logical nodes would only checked for empty DFO log which could be either after all messages sent or before any messages sent. The latter is wrong because done check needs to also know if this is before the first event.
