[FLINK-7675] LatestCompletedCheckpointExternalPathGauge should check if external path is exist

Description

For internal checkpoint, CompletedCheckpointStats.getExternalPath() could be null.
This will leads to LatestCompletedCheckpointExternalPathGauge to return null value to MetricDumpSerialization, then it will throw NullPointerException in serializeGauge function.
