[FLINK-5472] WebUI endpoint not advertised correctly to Mesos

Description

When trying to access https://jobmanager:port, chrome says that the webserver answered with an invalid response ERR_SSL_PROTOCOL_ERROR.

This happens, for example, when one tries to access Flink's web UI from the DC/OS dashboard via the endpoint links.
