Description

when processing have topic1 -> policy1 -> topic2; and topic2 -> policy2 -> topic2 case, the topology is not able to start. Since the topic2 initialization failure (topic2 not create yet) would make topic1 not able to be consumed. Thus chicken-egg problem.
