[DRILL-1185] Drill not picking up 'text' files from classpath

I placed a json file and text file under '/etc/drill/conf/' folder. Drill picks up the json file but throws 'resource classpath:/region.tbl not found' error in case of a text file.

Query : select * from cp.`region.tbl`;

Attached the error log.
