We need a tool to [re]build indices for jdbm partitions in ApacheDS within the apacheds-tools executable. Users will want to add indices to apacheds without having to dump and reload the entire database.

Providing an API first, exporting it as a JMX operation, and then creating a command line client which uses JMX would be probably the best way to implement this IMHO.
