A user's password can only be changed by that user. With changepw an admin role should be able to change or set a password for a user, but this requires access control. The Change Password protocol needs to be updated to use ApacheDS ACI to allow admins to change or set passwords for users.

Pushed to 1.5.1. We have several issues related to password management that affect Kerberos, Change Password, LDAP, and the core. I will provide a write-up that we can use to prioritize work.

This is not really a bug but an improvement to what already exists. Since we have to push 1.5.1 out I will change the issue type here and delay until 1.5.2.
