Description

We need a CatalogFactoryBase (int the 'impl' pacakage) to go along with the
new CatalogFactory interace. I will submit the necessary file and test case.

Craig, please ignore the CatalogFactoryBase that was sent to the commons-dev
mailing list directly by me (yesterday). I fixed a minor bug that I
discovered when I wrote my test case. I know ... that will learn me to write
my test case first!
