Remove shuffle utility

    Description

      Shuffle has done more harm than good. When enabling virtual nodes on an existing cluster it's best to replicate to a new datacenter with vnodes enabled and then decommissioning the non-vnodes datacenter.

      We should remove the shuffle utility.
