Description
We need to make sure that every component includes the appropriate documentation of the open-source licenses they are distributed under. Not every package may include these documents, but every package should probably depend on the package that will provide them (e.g. zookeeper-server probably doesn't need to contain these documents, but it should depend on zookeeper which does need to contain these documents).
