Description
This implementation should coordinate the Fn Harness and Runner harness interactions, including ensuring the availability of additional required services (e.g. a State Service, Data Service, Logging Service, and any other Fn services required to execute work within an SDK harness).
Runners will likely need to be able to convert from whatever internal representation they use to an instruction request, and route the completion appropriately.
