[ATLAS-2769] Atlas start just after the upgrade fails with "TableNotFoundException: atlas_janus" exception

Description

On Checking the upgrade history , Atlas start after upgrade is done successfully. But Atlas has failed to come up with  "TableNotFoundException: atlas_janus" exception.  

HBase logs at this time frame seem to be fine.

 In one of the clusters , restarted Atlas ,which brought up Atlas fine.
