Description

At times the StreamingContainerManager test fails as:

com.datatorrent.stram.StreamingContainerManagerTest
testShutdownOperatorRecovery(com.datatorrent.stram.StreamingContainerManagerTest)  Time elapsed: 0.046 sec  <<< ERROR!
java.util.ConcurrentModificationException
	at com.datatorrent.stram.StreamingContainerManagerTest.testShutdownOperatorRecovery(StreamingContainerManagerTest.java:464)
