Description

After a user modifies the capacity scheduler configuration, you are currently required to restart RM for the configuration to be pushed.

YARN has ability to refresh queues w/o a RM restart. Need to provide this control via REST API and Ambari web UI, which:

1) Pushes the updated capacity scheduler config
2) Performs the refresh queues
3) If this is the only config change, the restart indicator should also be reset/cleared.

yarn rmadmin -refreshQueues
