[AMBARI-3027] Added MR2 properties were not added to host with MR2 clients, but without MR2 master

Description

Steps:

1. During cluster installation, go to "Customize Services" page -> "MapReduce 2" tab.
2. Add property "x".
3. Continue installation.
   Property "x" was added to file /etc/hadoop/conf/mapred-site.xml for all hosts with MR2 client.

1. Stop MR2.
2. Add property "y".
3. Save changing.
4. Start MR2.

Result:
Property "y" was added to file /etc/hadoop/conf/mapred-site.xml for host with MR2 master, but was not for hosts only with MR2 clients.
Also, if you delete "x" property after installation, it will be deleted from host with MR2 master and will be still on hosts with MR2 clients only.
