[AMBARI-2944] Incorrect behavior of some widget's settings popup

Description

Some dashboard widgets have "Customize Widget" popup window (for example, "NameNode RPC", "JobTracker RPC", "HBase Ave Load", "JobTracker Heap" and so on).
eg, "HDFS Capacity" widget displays "5%", but real value is "5.2%" which show up on mouse hover.
In "Customize Widget" popup window was set that from 5.1% to 45% widget must has orange color, but it is green.
Reason: the color is determined by the data show up on pie chart but NOT the more precise one show up on mouse hover.
