Description

hdfs user should be the owner for all hdfs artifacts even on the hosts that have only yarn components deployed.

An extension of this requirement can be that all hadoop users should be deployed on all hosts. This is typical for deployments that use LDAP. However, when local users are created so far, Ambari only creates the users required by the deployed components.
