[AMBARI-24371] HBase RegionServers require stale config restart but Restart RegionServers action shows "no RegionServers to do rolling restarts"!

Description

After moving HBase RegionServers to a new config group after AMBARI-24370, the config they should have should be the same so no restart should have been required.

However, Ambari listed them as requiring restart for stale config but going to Restart RegionServers shows a red warning "There are no RegionServers to do rolling restarts.".

This is the same whether I tick or untick "Only restart RegionServers with stale configs".

The settings on the RegionServers should have been the same in the new config group as they already had deployed from default config group (I reverted the config for default after doing overrides to the same values in the new config group after moving them there).
