[AMBARI-22032] Move install wizard "Select Version" step before "Confirm Hosts" step

Description

The wizard infrastructure uses hard coded steps with hard coded names/routes like "step1", "step2", etc. This makes it difficult to change the step order, insert steps, or delete steps. For the installer wizard, we need to make significant changes to support Modular Deployment. We need to make some changes to enable greater flexibility in the structure of the wizard, while hopefully not breaking other wizards that don't need to be touched. Once we have the infrastructure in place to rearrange steps, we need to first move the Select Version step before the Confirm Hosts step as a placeholder for the new Select Mpacks step.
