[AMBARI-21927] Unable to add a property to Default conf group which has same property name as in custom config group

Description

• Create a new config group
• Added just one host (NN host)
• Switch to this config group and add a new property to Custom-core-site.xml
• Save and restart all required services
• Now i wanted to have the same property in Default config group too but with a different value
• So switch to Default group if not already in Default
• Navigate to Custom-core-site. Choose to Add Property
• Mention same property name but a different value. it should ideally go through because the other property is in a different config group
• Add button is still enabled - but UI throws error as its already in this config file.
