[ACCUMULO-4830] Provide a single tarball which works with both Hadoop 2 and 3

Description

In ACCUMULO-4826 code review, I suggested we might be able to find a way to provide a single binary tarball assembly which works with both Hadoop 2 and 3. The assembly for Hadoop 3 includes extra dependencies which are normally picked up from Hadoop's class path, but this is no longer the case with Hadoop 3's shaded dependencies, and thus we ship a few extra dependencies in our Hadoop 3 assembly. It may be possible to use the same assembly for Hadoop 3, with these extra dependencies, for Hadoop 2, so we don't have to provide separate assemblies.
