Description

The metrics configuration files 'accumulo-metrics.xml' and 'hadoop-metrics2-accumulo.properties' do not need to live in conf/ directory of tarball distribution as they only need to be included if the user has enabled metrics. They should be moved to conf/templates and the documentation should be updated to reflect this.
