ExistingMacIT doesn't wait long enough for ZK locks to disappear

    Description

      ExistingMacIT waits for mini to go away, but it isn't waiting long enough anymore after the change in ACCUMULO-4108. It should wait the full configured time period for INSTANCE_ZK_TIMEOUT
