Major Description
ACCUMULO-315 and ACCUMULO-366 are a result of inconsistent reads of the metadata table. If we moved more of the !METADATA scan work to the tablet servers, and had them verify the consistency as they read, the main loop of the master would not have to manage consistency with secondary scans. We could even restructure the main loop to execute in a distributed fashion on the tablet servers.
