Description

ACCUMULO-2841 added per-table custom properties, but there may be a use case for system-wide ones also.

For example: list contact information for a system owner or emergency contact, for display on a monitoring site; add notes about last time a system was manually rebooted or checked for healthy status.

The property should be general.custom.*

EDIT: A better use case (or at least a more clear one) would be to support users creating these properties, so that they can use them for storing cluster-wide configuration of their implementations of Accumulo's pluggable interfaces (balancers, volume choosers, etc.)
