Random walk balance check is still failing too frequently

    Description

      While running 17 randomwalk test walkers, several of them failed in under an hour due to balance check failures. These were intermediate issues. Perhaps the test for balance should check to see if there are offline tablets, and if so, assume that the master is rebalancing.
