updateAccumuloVersion only updates the data version on a single configured volume

    Description

      Noticed that org.apache.accumulo.server.Accumulo#updateAccumuloVersion(VolumeManager) only updates the data version to the current for a single volume instead of all configured.

      Talked to kturner about it who had previously noticed and said that we probably wouldn't run into issues since new volumes can't have anything in them. Admitted was still a bad assumption and that we should try to do something a little more robust.
