Monitor should show if TabletServers don't have native maps

    Description

      It would be nice if the monitor showed when tablet servers are configured to use native maps but they weren't successfully loaded.

      As is, the tablet server's error warning about not loading the maps will (sometimes) show up in the logs section. a persistent dummy light would be better because it wouldn't be cleared by clearing the current / recent log events (which can allow the problem to be masked if an operator forgets about seeing the event or if there are multiple operators).
