[ACCUMULO-1847] number of compactor threads can increase dynamically but not decrease

Description

This is related to ACCUMULO-401. I can increase the number of threads in the major compaction pool by setting the tserver.compaction.major.concurrent.max variable via the Accumulo shell, but they appear to stay at the high water mark rather than going down when the variable is decreased. I suspect this is probable the same case with the minor compaction pool size.
