Add the ability to retrieve Table state from TableOperations interface

    Description

      Currently, there is no way to retrieve the various Table states (eg. Offline, "going offline", exporting, cloning, etc) from the TableOperations interface. May be helpful when trying to determine if a certain action can be performed on a table.
