Latest revision (597448): When using block-progression-dimension.minimum on a
table-row, side borders are not painted correctly - they don't "close". This
happens when ".minimum" value is larger than the "natural" height of the row.

An XSL-FO to demonstrate the problem is attached.

Marked as a regression, as this used to work well in the past (say, revision
588275 which we're using).

Forgot to mention - this happens when rendering to PDF. Not sure about other
targets.

Hi Isaac,

this behaviour is to be expected IMO. The central border is set on the column of
the /inner/ table which has no forced mininum height; so it grows up to its
natural height which appears to be less than 2.5em. Try and put borders on the
inner table to see where it ends.
To achieve what you need you must put the minimal height on the row of the inner
table.
