In the fo example given the before extent is given at 32mm, and the body-region
has a margin top of 32mm.

As I understand it the extent of the before region should be 32mm. Inside the
border (0.25mm) the image should have been scaled, and therefore the top and
bottom of the image border should be snug up against the border for the region.

The top border of the body region should be snug up to (but not overlapping) the
before region.

As can be seen it renders incorrectly in postscript and PDF.

Bug cleanup:

FWIW: the mentioned effect is already significantly reduced if you set the font-size of the parent-block for the logo to 0pt (to avoid what is known as 'half-leading')

Then, you also have to take into account that indeed the region-before has a height of 32mm, but the content would extend to 33mm (32 mm for the graphic, and another 4 x 0.25mm for the borders of the block and the graphic). If you reduce the image-size to 31mm, the result will be what you were after.

Conclusion: no bug.
