I tried to create a PDF file from pdfoutline.fo file that is being shipped with
the FOP0.93v.  It generated the PDF file successfully. But when I click on the
bookmarks' links, it's not displaying the content (of that link) on top of the page.

Is it a known issue? Or do I need to configure something to make it work?

Confirmed. The jump is made only when the bookmark's destination is not on the current page.

Fixed recently through a patch.
