See testcase attached to Bug #36017. No leaders are generated. The same file
produces leaders when processed through xep.

Same possible resolution as for Bug #36014 - the bpd on the generated leader
area is not set. If I set the bdp to something, e.g. font.getAscender() proper
blank leader areas are generated. No patch as I am not sure what the correct bpd
setting for a space filled leader area should be.

batch transition pre-FOP1.0 resolved+fixed bugs to closed+fixed
