I cannot take CellType set up when CellType was set as empty cell (String,
Numeric, etc.) and CellType of the cell was taken. (CellType will be set to BLANK)

Set-up CellType can be taken if CellType of cell containing the value.

This behaviour is correct! If you have a use case that required a different
behavious, please discuss on the mailing lists.
