Whe a broker isn't shutdown cleanly - upon a re-start the broker will recover its store from its journal. Part of the process involves recoverying durable topic subscribers from the reference store. Currently - these are being deleted when the reference store is purged as part of the recovery process

Recoverying the Kaha ReferenceStore can delete subscriber state
